fear of punishment for somethings (like speeding, smoking weed in public) and stealing certain things i think should be free or cheaper (like lift tickets 2 ski mountains)

It would be a sense of right and wrong for almost any non-criminal. Detection rates are poor even in countries with the highest standards of policing
