I think you should wait a couple of more years before wearing makeup, and just wear lipgloss. If you're not going to listen to that advice, foundation isn't necessary because you're so young. The reason why people wear foundation in the first place is so that they can make their skin look younger. What's great about young skin is that you have tight skin that hopefully has that youthful glow to it, so you definitely don't want to cover that up with foundation.
If you want to cover up some spots or even out your skin use a tinted moisturizer, I'm 22 and that's what I still use because foundation can look too fake. Mascara's alright, but I just think at your age maybe you should try a clear mascara because it gives your lashes a little gloss so you feel like you have something on, but it's not going to be obvious.

I'd skip the foundation, but if you want to try mascara, look for a good quality product in either brown or black depending on your hair color. For darker hair, black is fine, but if you have light brown, red, or blonde hair, brown mascara is very nice and natural looking. Remember to wash it off every night, and to toss it every three months to reduce your chances of infection. Also, don't loan it out, because the bacteria on your lashes is different than the bacteria on the lashes of others, and this can lead to eye infections, as it did with me when I borrowed my friend's mascara for a show a few years ago.
Keep in mind, however, that you are young, and that makeup is an addiction. Once you start wearing it, you never feel quite right without it, especially after you add foundation to your list of everyday cosmetics. Ideally, you should just stick to lipgloss for now, and maybe eyeliner (coloring follows the same rules as mascara), but it is your choice.
If you really want a concealer of some kind, tinted moisturizer is good.

Alright, I`m fifteen, I started wearing makeup about less than a yr. ago, and I only started out VERY light on the makeup. Being young, my Mom advised me to use foundation that is more of a moisturizer and one that is hypoallergenic and safe to wear for young skin, especially if you have sensitive or acne-prone skin. So, I`d advise Clinique, Proactiv, and even Bare Minerals. But when applying foundation, go light on application and get the right shade for your skin type. LESS is MORE. Let your skin breathe and let your skin look natural, not caked on like icing.
Mascara is good too and same with eyeliner. Just use it moderately because you want to look natural and not thirteen going on eighteen. Because really, makeup can age you. Let yourself look beautiful at your age - own the makeup, don`t let it own you.
*Be sure to also wash ALL makeup off completely before sleeping.

since your skin is still young and supple i suggest a foundation leaning more on moisturizing and skin care. you don't want to clog your pores just yet. if you have nice skin to begin with you can just add moisturizer preferably with an spf so that you can fight the side effects of the harsh sunlight. its never too early to start that as moisturizing your skin helps nourish it and fight early signs of aging and skin pigmentation. if you want coverage i suggest a tinted moisturizer with spf that way you are adding a little sheer coverage, some moisturizer and protecting your skin all at once. mac, clinique and nivea have good tinted moisturizers. as for mascara, i would suggest in investing in a good curlash, sometimes misuse of mascara causes your lashes to thin and fall out. maybe a lash conditioner and some clear mascara for you. try clinique because it is hypo allergenic. however if you want to enhance and thicken (and darken with black color) your lashes drug store brands are pretty good at this like maybelline, cover girl and loreal lash architect. try not to cover up your youth with makeup if you don't need it. over all maybe ur kit should consist of light powder, some tinted moisturizer, lip balm, lip gloss, cheek tint, a curlash and some mascara. anything other than that can totally make you look ridiculously old.good luck...

Don't use foundation at 13. Mascara is okay but foundation can cause problems. Young skin needs to "breathe". I wouldn't recommend using foundation. But I don't see any problems using mascara. Just don't apply too much of it, just little to make your eyes stand out.

Mascara is fine, but your still young so only use foundation if you need it to cover up something like spots etc. Even then you can just apply a little concealer

Skip the mascara unless you are wearing a formal dress. Just use eyeliner for everyday--it'll bring out your eyes without making you look trashy.
Foundation is OK, but be careful--it can cause acne.

I don't believe it is necessary for a 13 year old. It may damage your skin if you are going through pubrety. I would stick to a tinted mositurizer and clear mascara if you would still like to use makeup.
