Right click on the big blue 'e'
choose tools
Then internet options tab
Then security
Then restricted sites
You should also have the option to run it as an administator. That means they have to ask if they can go to that site

Open IE
Click on Tools
Go to Internet Options
Click on the Security tab
Go to the Restricted section
Add the site to the list of Restricted sites
Then to prevent someone else from just removing it from the list:
Click on the Content tab
Click on the Content Advisor "Enable" button
Go the General section

In your Firefox browser window, click on the Tools button on the top bar.
Go to options.
Click on Privacy Tab. Click exceptions. Enter website address, click on Block. Click close and ok.
In older versions of IE, go to Tools, Internet Options then Privacy. Click on sites. Enter address and click block. Then Ok and OK again.

Use the built in firewall in XP... or use an add-on personal firewall in XP or any other version of Windows and create a rule to block http (and https) traffic from that site.
Or use one of the applications like 'net nanny' to do the same thing.
Or if you are on DSL and your router has firewall and network filtering capacity, use the DSL router to do it instead... it's off PC so a PC user can't kill the process and bypass your filtering.
My Thomson ADSL router has both firewall and site filtering capability... yours may have it as well.
