The President of the Senate is Dick Cheney and the President Pro Tempore is Robert Byrd. There is no "Chairman" of the Senate at large. The President of the Senate is always the Vice President of the U.S., currently Dick Cheney. However, the only duty of the Vice President is to cast a tie-breaking vote. Otherwise he cannot vote.
The second senate office is the President Pro Tempore. Though voted to this post, this is almost always the senior senator from the majority party. Currently this post is held by Robert Byrd (D. - W.V.) However, the real work (and power) is delegated to other majority party senators.
