I beleive this is the term given to the amount of wages paid to an employee (or employees) over a given period. Years are divided into quarters and the "HIGH" quarter wages would be the quarter with the highest wages paid.

Example:
Quarter 1 wages paid $1000
Quarter 2 wages paid $1000
Quarter 3 wages paid $1025
Quarter 4 wages paid $1000
The High quarter wages would be the 3rd quarter. In statistical work, the High Quarter Wages is used as a sort of bar measuring what is possible in teh workplace.
