I thought it might have been Dallas or Houston but does anybody know the real answer?

Well I live just outside Los Angeles and I can assure you none of them are anywhere around here.

I have found that the roads/freeways in the desert southwest are very good for riding. That includes the areas in Southern California that are not Los Angeles. LA has some of the worst roads for motorcycles, they are littered with dangerous debris and potholes. but, the roads in Nevada(outside Las Vegas due to poor drivers), Utah and Arizona are great!! You can comfortably ride at higher speeds without concern for road issues and in Nevada highway patrol issues.

I have found that the roads back east and in the midwest are too impacted by the cold weather and are often cracked and littered with potholes.

Nothing east of the Mississippi, don't rise above Trans-Canada One, Mexico is too crazy, but the western half of the USA has more great rides than bad. I personally like Arizona, Nevada, New Mexico, Washington, and Wyoming. Idaho and Montana are a qualified yes if you don't get branded.

I have always enjoyed the Oregon and Washington state roads. Utah roads are terrible!

Over here in hawaii the h3 is very well kept. also not many police because there is nowhere for the cowards to hide.
