Many people would have read a book by John Buchan entitled, "The Thirty-Nine Steps", and wondered, do they really exist? The answer is yes. They are situated at North Foreland, not far from Broadstairs on the Isle of Thanet, they are a set of tunnelled stairways leading down to the beach from a private estate.

"The 39 Steps" is the title of a classic Hitchcock film from 1935, based on a 1915 novel by John Buchan.
WARNING-- PLOT SPOILER!!
The main character of this spy film is trying to find the 39 steps (to prove his innocence of murder). He (and the audience) assume the phrase refers to physical steps (stairs) when in fact it refers to the steps (instructions) to build a bomb, and this is what the spy ring has been hiding. I won't say where, as it would be an even bigger "spoiler." Below are two links to the film.
I'm not aware of any tourist site that this refers to -- and if there were a popular place by that name, it wouldn't have worked the same in the movie.

yes they are.....there are 39 steps up to the bell tower that leads up to Big Ben in the Houses of Parliament.Richard Hanney was the character in the book that was turned into a film and the scene of him hanging on the outside of the clock face is a classic
