Sorta, there is a known sun spot cycle that occurs Approximately every eleven or twenty two years. That has been known of since Galileo's' times as he was one of the first to observe it.

That is a fairly regular occurrence.

There are very small, periodic variations that we can detect, but no overall trend. The sunspot cycle has been watched since the telescope was invented and to total output has been measured accurately by satellite almost as long as we have had satellites.

To some degree, yes. It's becoming more active at this point in time, however.
