them? ive got two filters in there.. ones black and ones blue.. which one do i replace?

You shouldn't replace the filter material at all during cycling. Cycling should be complete in just a few weeks and it will be ok for that long. Further, the filter is the first place the bacteria builds up, so allow that to happen. After it is completely cycled you can replace the carbon every week or two but keep the fiber bags until they are really too warn out to use any more.

Depending on the filter type/brand I would say no you should not replace them. All you have to do is just rinse it out.

Also depending on the size of the tank you have matters. The smaller the tank the less fish the less fish the less water changes. In a larger tank depending on what type of fish you have I would say do a water change every once a month. If your filter is not flowing very fast it means that you need to clean it up. Just use water dont put the thing in the dishwasher or use any kind of soap.

Its hard to answer due to not enough info. But what i gave you are good gide lines.

No. Cycling means that you're creating a buildup of beneficial bacteria in your filters. If you remove them, you remove that helpful bacteria. A way to ensure that it stays is by adding a small ceramic block or ring that will keep up the colonies of bacteria.
After your tank is done cycling, filters should be replaced monthly. If your black filter is your carbon filter, you should replace that bi-monthly. If your blue filter is fibrous and is used only for trapping debris, change it monthly.

the fisrt sysle takes 30 days you should change the filters once a month when you do the water changes
