There are alot of good answers and I will most likely let it voted upon for the best answer.
My own:
1- Close ALL borders/greencards/visas and make america the hardest country in the world to gain access to. We have grown so much further than the foundation we were set upon and I think we are crumbling under the weight of our own problems. We have to fix the issues within and take care of our own before we try to help anyone else.
2-True Welfare reform. If people are able to work then the systems main goal would be to help them work. IE:child care, vehicle assistance
3- Health care would be affordable to every american citizen

Wealth- sorry but ball players dont need millions of dollars when police, fireman, teachers and so on can barely survive
Birth Control- Would be mandatory for anyone under the age of 21. Yeah, I know it might upset some people. But it would also give people a chance to build a better foundation for themselves before considering

1. become an isolationist country. close our borders to prevent any illegals from coming in and send all illegals home. this would be done by bringing all our troops home and placing them along the borders.
2. term limits for all politicians on any level. along with term limits would limit the " perks " they receive when the go out of office. then also in this revamp anytime a war is started we send the politicians and lawyers first.
3. watch the spending of the government on all levels. there would be no politician who would make money on the side and would be forced to live on the salary given. anytime a politician wanted more money for the job the taxpayers would decide if the politician would receive the raise. once out of office the politician would receive social security benefits like the rest of the population and not receive more than what his salary calls for. when this is done balance the budget so there would be at least no more spent than was taken in.
to facilitate this either have a federal sales tax or change the tax structure so the more one makes the more one pays. changing the tax structure in a manner so there would be a fairer tax payment structure with simpler tax forms would be a step in the right direction.

This is a very good question. Perhaps the answers will open some eyes in Washington, DC.
The first thing I would change is to stop funding countries that continue to engage in ethnic wars. Some of these countries have been doing it for hundreds of years. The money could be put to better use here.
Second, Use some of that money for a nationalized health care program for all citizens that are working, layed off or retired.
Third, have affordable housing and give the teachers in our schools the money they deserve.
I can go on and on.

1.Balance the bugdet and cut government expenditures. The average American is supporting a bloated government that thinks it has a carte blanche in regards to expenditures. I understand that taxes are a necessity but the excess spending is getting to the point of abuse.
2.Establish affordable, universal healthcare. I want to make healthcare providers accountable to patients, be fiscally responsible and mandate a checks and balance. Free healthcare for all children under the age of 14.
3.Send every high school senior to college for free if they choose to go. An education should not be a privelege but a right.

there are several things:
first of all i would focus on the inside.
- i would legalise gay marriage.
- i would reform american economy, to a more social state.
- i would try to improve education
- and especially food education. in an attempt to combat extreme obesity plagueing america.
secondly i would take a less agressive stand to foreign countries, and mainly try to stimulate trade with africa.
