Power is an absolute value. As such, it can be used either for malevolent or benevolent purposes. Power itself is neutral.

There are two kinds of power. Power as in energy which is completely devoid of morals. Electricity is neither good or bad. We can put it to good use or bad use but by itself it is totally and absolutely amoral. The second one is- for lack of a better term- cultural power.(it includes politics religion any form of government or institution that can wield "power. This power will always impact on people.If used correctly it will impact positively on a very large proportion of the population but it will also impact negatively on part of the population. Like the man said you can not satisfy some of the people some of the time. So it is always going to be a balancing act. In the "west' we have had an extraordinary long period of just such governments.(after WWII). There have been a few hiccups here and there with dictatorships and other extreme power nuts but have been squashed. This kind of power can never be neutral. At least not within the cultures we have developed so far. We are still very young as a species. Some have been around for a couple of 100 million years and they have not gotten anywhere they are just incredibly good survivors.
