If you do need a license is it only for a certain CC? If it is under 50cc or something do you still need a license?

Most states require you to have a motorcycle license to ride a motorcycle or scooter.
To ride a "moped" (motorized vehicle with pedals like a bicycle that goes no faster than 30mph) you can ride with just an automobile drivers license.
Check the rules in your state.
Do a web search for "(your state) dmv"
