I see that they are sprouting up at this time of year. Will the flower flourish if I try to replant them now?

It would be best to plant the bulbs in the fall, for blooming next spring. Bulbs are such a great visual affirmation of the rebirth that comes with each new season. If you plant them near the headstone where the mowers cant reach, they should be able to grow there for several seasons.

yes,they are bulbs so when you dig them up in replanting make sure to put pointed side up or it wont come up,if its at all possible replant just before a rain (but it is not a must) they will take root better

Yes you can and it's a very nice idea. Especially if she liked flowers. Don't forget to keep the bulb intact, water it, and give it love just like you gave your mother. I'm sorry to hear about your loss. Best of luck to you.

I wouldn't, the caretakers of the cemetary may pull them out, I've had them remove things from my Mom's grave just days after I put it there. Check the rules there first.
I am sorry you lost your mom it is very hard when you do.
