Cut pictures out of magazines and catalogs and glue on paper, finger paint, Play Doh, those weaving pot holders you can make on looms for the 4 year olds maybe, coloring in color books or just plain paper, markers, colored pencils, sidewalk chalk.

Tape half of a paper plate onto a whole paper plate. Let the children decorate the plates with stickers, drawings, ect. Then, punch holes in the top of the whole paper plate and weave yarn or ribbon through. Hang the plates on a doorknob for the kids to put toys and money in. It is fun and makes a great storage place.
Also, you can have the kids find smooth rocks to paint and show off. Have fun!!!

Fingerpaint! They'll love it. If you don't want the mess, Crayola makes "mess-free" fingerpaints. The paints will only work on the special Crayola paper and doesn't get on everything else.
My 22 month old loves to fingerpaint. As for other crafts other than just giving your 17 month old paper and crayons, they're probably too advanced for him or her yet.
4 year olds love to fingerpaint as well.
