He takes control of the group of people and makes sure they have order. Also, he makes sure they do not end up like savages, so that they keep some of their primtivness.

i always thought it was ralph...but i dunno 4 sure...
additional information:
i thought this one over more, ralph and jack were both leaders, not of "sane vs. insane" just as a joint leadership.
they each had something to contribute to the group.
kinda like a brain and brawn thing i guess...
