how does it hook to your computer? is it usb? lets say it's usb then you must go into the bios or setup as some call it when your computer first starts, ussually you have to hit F1 or F2 key but the first screen that comes up after your turn your computer on will tell you. Once into the bios browse around until you find the boot order and make the first boot device usb and then go down the list. Ussually boot order would be cdrom, floppy, hard drive

just checked-out u'r system specs for inspirion 4000
http://support.dell.com/support/topics/global.aspx/support/dsn/en/document?c=us&docid=E101A212B3949B03E030A68F272815C6&journalid=382A3635C74611DBA220D5EC7168A39E&l=en&s=gen
usb boot is supported by 'legacy' bios in inspirion 4000
perfect solution ... no better ideas.,
To enter the BIOS, CMOS, Setup, or the System Setup on Inspiron systems, perform the following steps:
> press the < F2 > key as the system powers up
boot from usb device - first boot option
boot from hard drive - second boot option
save & exit
restart with win disk in external drive & follow on-screen options
u may need a few tries < F2 > ,,, if u miss the bus ... try again
best of luck

Hi there.
Put the bootable cd in the optical drive and restart your laptop.immediately when it starts, press F10.It will show you the boot menu and will ask you to select the device to boot from. Now select the external optical drive and you are done.
You must have the external optical drive jacked in the USB port and your laptop must have the support to boot from USB device.

There is no need to boot from external cd drive bcoz from internal Cd drive there must not be set the boot sequence order properly set it from system settings(Bios)
or the cd you r using would not be bootable....
