I know minimum wage just went up for California, does it affect everyone or just those that are only making minimum wage? I don't quite understand labor laws.

It means that if an employer is paying you minimum wage, now they have to give you more. No other employers or employees are affected.

Nope. Only those at minimum wage. Maybe if you're only a little above it. I've worked in CA all my life and that's a long time, and I've never seen anyone significantly above the minimum get a raise when it goes up.
