The National government's role is simply to protect the market, not direct it. That means provide a standing army and arbitrator. That's pretty much it. Local government's role is to protect the public's interests, namely education, safety and property rights.

The role of gov't. is to ensure contract law, prosecute fraud, and maintain private property rights. Add safety to that list. There should be minimal intervention, but there must be some. OSHA is a horrible, horrible agency, but the idea of safety being overseen is sound.
