You seriously don't have ps2 serial ports. I didn't think they made computers w/o them. I would contact dell.

Check the to make sure the USB's are plugged in all the way. Also, try blowing (or using an air compressor) to blow out any dust that may be built up in the ports. If none of that works hate to say it but the keyboard and mouse might just be wore out and need an update. Hope you get it to work.

I can only say that it will a bit tough answering this on the first shot without asking your question. Since this is all about answers I can only state 2 approaches that come to mind to help you find your answer
1) Hooking up another Laptop or PC into your network (assuming you have a router and some network ports to connect to) and thus trying to remote control your computer via Terminal Services or accessing windows share.
2) Take your computer apart pull out the hard drive(s). Take the hard drive and go to another Desktop and add it as a second or 3rd Drive. At the very least you will have access to the files

Many modern computers have no PS2 ports for mice, etc. But there is no such thing as "USB got locked". Reboot your computer. you can do that from the keyboard (if it is working) or by just holding in the power button on the computer for several seconds until it turns off. When it comes back on, your USB devices should be recognized, but give it a few minutes to find and recognize them after reboot.

As a dell tech myself first thing you would have to do is shut down you computer and as soon as you turn it back on start tapping on the F12 key. If you get to the boot device menu then your USB ports are fine but if you can't try it again and press the F2 key which should take you to the BIOS (or system setup) if you can't get into any one of them call Dell for more trouble shooting.

Reinstall the drivers for the usb ports. You'll have to use the keyboard to move around.
Right click on my computer
choose manage
choose device manager
choose universal serial bus controller
you'll see a list. Go to each one of those listed there right click on them and
1. properties ---- in the "General" tab ---- device usage: set it to disable each one of them click OK and reboot then go to them and set it back to enable
OR
2. right click on them and update driver...it should do it on the net.
P.S. On the Computer Management window, click on "View" and CHECK the "Show hidden devices" option, IF you don't see the Universal Serial Bus controller (maybe you had a printer installed on one of them and it got stuck with the driver)

I agree with the Dell tech but I would also consider checking the batteries of your wireless mouse and keyboard. It may be as simple as that.
