The President should. Bush has taken more vacation than any other president. They should lessen the days in which he is allowed a vacation. These are my tax dollars dangit!
But, if you mean for everyone, no, that is up to businesses.

Tough call. On one hand, businesses shouldn't be able to slave-drive their employees, but on the other hand it's never a good thing when Government tells businesses how they have to run. Too much regulation by Club Fed will turn the U.S. into the next Soviet Union, so beware of any proposed legislation that takes power away from businesses or the private citizen and gives it to the Government -- we have to scrutinize such proposals very carefully and determine whether it's really in the best interests of the people to allow the Government to intervene. A vacation policy may be one of those rare instances where it would be a good idea for the government to set policy. The only problem is many businesses could be literally ruined if the folks on Capitol Hill came down and said every business has to give every employee at least (fill in the blank) weeks of paid vacation, and bear in mind that lunch hours used to be paid until the Feds got involved. See how complicated this can get?

No, that is a matter for business to handle. The government should be less involved in business, not more. It is none of the government's business what vacation package my employer and I agree to.
By creating laws such as this, you would eliminate one type of competitive advantage that companies use to hire bright employees.
