Well, I don't want to overwhelm you, but many people covered the basics (acid/lignen free supplies of paper, adhesive, paper trimmer, and of course photos). One thing I will say that make a page really wonderful is the 5 w's. Who, what, where, when, why. On your pages, you want to answer those questions, both through your photos and your journaling. Who is the page about? What was going on (what's the focus)? Where was it, can you tell from the pictures? Now in journaling, you want to cover these things, too. List who was in the photo, where you were, what you were doing, why you did it, and when it was (month & year at least). So many people just put "Mary & I at Disney '06" In 10 years, you won't remember why you took those photos. What about the story behind the photos. In my opinion, that's far more important than the do-dads on the page.
I love to scrapbook, and I like simple pages. This includes: background patterned paper, photos matted on card stock, a couple of embellishments/sickers, a well worded title, and my journaling. That way when I look through the albums, all those memories pop out at me creating the same feelings I felt when the events occured. My daughter's birth. Our Wedding. My grandma's funeral and wake. Capturing all of that is a worthy use of time and something your family and loved one will cherish many years from now.
Best of luck to you. Below are some websites that I enjoy.

Ha! Your'e in luck!! I was in the same boat you were in, and the first thing that I did was went to the library and found lots of books on it. You would be surprised. And then I just went to work.
But before you do anything you need to have an idea of why you are doing it, and just get your creative juices flowing, and it will come to you. Those two websites below, check the 2nd one out first because it has tutorials, articles, layout galleries of other scrapper's works, so it's really cool. And the michaels website click on the scrapbook tab and join the forum and you will find lots of resources and info on getting started and inspiration as well.
Here are some basic things you will need and can't live without them as being a scrapper
photos-make sure you have back up pics
cardstock paper-it's acid free and lignin free so don't just use any kind of paper
scissors
glue sticks
mounting squares- to attach pictues if you want to frame them onto another piece of paper or directly on the page
an album
page protectors
stickers/embellishments
paper trimmer
some kind of storage bin to put all of these things
If you need anymore help, just post another question or contact me directly. I'm here 2 help! Good luck and have fun and get creative! It gets really fun when you get started.

You can begin by locating a Creative Memories Scrapbook consultant in your neighborhood on yahoo search! I love most of their tools. C.M promotes
Lignent free paper. This means it wont turn yellow over time and acid free tape which prolongs the quality of your photos and keep sakes. The best thing Creative Memories teaches is the Journaling end of it...who,where,when and what is in the photo that you want to perserve. Also the social bond at scrapbook parties are good for gaining feedback. One thing I deviate from where C.M is concerned is that I like to use what ever stickers for decorating and personalizing my pages with. Get the big photo sort box that has individual files for storing! Hope this helps. Good Luck!

The basic tools you need are an album, acid free paper to mount photos on, scissors, an acid free/photo safe adhesive, and photo safe pens. A paper trimmer/cutter really helps as well. Your best bet would be to go to your local craft store, or scrapbook store. They probably have classes for beginners, and can help you figure out what you need. They also probably have some great kits where you can buy basic supplies bundled up. You can also buy preprinted papers that you basically just stick your photos on, and you're done! I like those for quickie projects. Here's a couple of links to nationwide stores, check and find what you have locally, and go take a class! :-) It's fun (and addictive! I have WAYYY too much scrapbooking stuff!)
Good luck!

i purchase alot of my resources on clearance. If i love it, regardless of if i'm no longer positive yet what i am going to apply it for, and it really is a low sufficient cost i purchase it. That way I absolutely have a gaggle of resources to pass to when I absolutely have a theory for a web page. Like a pair weeks in the past i found some clearance sticky image frames that I loved the colors, and in simple terms lately I used area of one to cover up a imperfection in a patterned paper i wanted to apply so now it appears like there's a ribbon stepping into the course of the middle of the web page.

www.Michaels.com and www.acmoore.com have project ideas for beginners all the way to the experts. Simple explanations and will list supplies you might need. Unfortunately you can't purchase the supplies online. To search for a supply store you might have to do a little fingerwalking online by using your search engine or the yellow pages online.
