Bhutan is difficult to travel to, they allow only a very limited number of tourists to visit each year. Traveling there is pricy, the Bhuthan government asks for a daily tariff for each night you are there. Their high season tariff is US$ 200 per person per night halt and their low season tariff is US$ 165 per person per night halt. High season is during January, February, March, April, May, June, September, October, November and December.
All tourists must travel on a pre-planned, prepaid and guided package tour or custom designed travel program. Individual travel is prohibited in Bhutan.

If you are determined, you can try to contact the Kuwaiti embassy of Bhutan. I think they are the nearest. Bhutan has only 6 embassies in the whole world.

Royal Bhutan's Embassy in Kuwait
Royal Bhutanese Embassy, Adailiya-Block 3- Essa Abdul Rahman Al-Assoussi Street, Jaddah No. 32- Villa No. 7, Kuwait
Phone: 965 2516640/50
Fax: 965 2516550

Alternatively contact the Department of Tourism in Thiumpu by email: tab@druknet.bt

BTW, Bhutan is in Asia. Its neighbors are Nepal and India. :-)
