I've only done it once... there really isn't much justification for it..
...ONLY IF: obvious 'and REALLY explicit /vulgar' clone/stalker situation... I'm sorry but that's crossing a line out here...most can be ignored and will go away... but this one just kept escalading.

Only time I'd even think about it is when I see, "Make money on the web ... this is not a scam." Q&A is not the place to promote this and sometimes they just go completely wild with number of post like this.
