I only have an "education by TV" answer because I heard this phrase on American tv in the 50's and 60's. It was a police radio call for all police cars to attend a scene. It was probably made most famous in "Car 54" tv show...in which we heard, "calling all cars!" Car 54, where are you!!" (musical notes added).

It's a term police used back in the days. It means the message was for everyone listening. When there was an emergency they contacted every police car that was on patrol.

when broadcasting a message on police radio, a dispatcher will prefix the message with the unit number or car number for whom the message is intended. when the message is attended for all the units (cars) that are currently out on duty, the dispatcher will prefix the message with "calling all cars" to indicate that the message is for everyone.
"Calling All Cars" was also a classic early police drama program that aired on CBS Radio West Coast stations from 1933 to 1939.

That phrase was used at one time by law inforcement to alert all vehicles to be on the look out for a law breaker of some type. You don't hear the phrase anymore. Dispatchers assume that all "cars" are listening to alerts.

It refers to gathering all your currently available resources to focus on one big specific immediate problem. Historically, it referred to police departments needing to get all cars out on patrol to all go chase the same bad guy...hence the term "calling all cars."
