i have already put it in gear to try and release it.

Reach up just above the E-Brake pedal. There should be a small metal lever. Pull this lever towards you and the E-brake should release.

To repair the problem, you need to find the release switch at the top of the service brake pedal and make sure the vacuum lines are connected and that there is vacuum there. if everything there is OK, you need the release switch on the E-brake pedal. This may require replacing the E-brake assembly.

In my humble opinion you should have all your emergency brake cables checked for rust or binding. Age raises an ugly head after 13 yrs. of driving. Usually the rear return springs can not pull the rear cable loop away from retracting the pads or shoes. First check the brake ratchet under the dash to be sure it's releasing the cable. Check this see if the rear cables are tight with the brake handle released. If they're tight it needs to be replaced. Good Luck.

are you talking about the rear wheels are locked up?then see if theres an excess hole behind the backing plate of the shoes.if there is,use something to loosen the shoes,then pull off the drum and check to see if the emergency brake is hanging up.or you could just spray the cable,to where it goes into the brakes and see if it releases.it could just be sticking.
