Hi UK builder here, not sure what you are asking, is it that you want to put the chipboard around the downpipe. If this is the case you would have to leave a gap around for expansion and you could use flash band (sticky lead ) to make water tight and silicone around the timber cut out up to the pipe. They sell flash band at all builders merchants and some DIY stores, you would have seen it along the tops of the old type lean-to conservatories.

Either a metal formed collar or lots of roofing tar, or caulking around the opening.

Water test it with a hose.

as soon as chipboard gets damp it will fall apart any way
