A refurbished phone is one that was sold at retail and then returned by the customer.
They are returned for all kinds of reasons--
customer wants a different model.
there was a weak signal reception
there was a glitch or the phone was defective
customer simply decides he/she can't afford the service.
The carrier cannot sell these as new, so they are sent to a service center, cleaned, tested, repaired (if necessary) and sold on an "aftermarket" to a reseller who offers them at a discount.

Refurbished phones are ones that someone droped in a toilet or something of the like to make it un-usable
The company takes these broken phones and replaces borken parts and fixes them, refurbished phones cost less, and work the same, but some have scratches, etc

The other two answer people have it right. My concern is I bought a new one and they sent me a refurbished one when the new one developed a problem. That really irritated me. I think new for new was only fair, but not these guys and I went from a Nokia which had great reception to a Motorola which is fair...
