there are more- such as the cloaca in birds and most reptiles (some reptiles have a penis, but they are an exception). Fish do not have a penis either- just a cloacal slit.

Some animals reproduce without any sex organs- some species of worms just transmit slime by rubbing agaist eachother.

People just think there are just two because they look at what people know the most about- mammals, which all (as far as I know) have a penis and a vagina-like organ.

Did you know that some marsupials have a forked penis? That is because the female has two vaginas.

You also have animals (generally too small for people to thing about) that do not have sex organs. The replicate themselves by mitosis (it could be meiosis, I forgot which one is which).

Because there only two sexes - male and female.

(Of course, testicles and ovaries, uterus etc. could also be considered sex organs.)
