Would Russia have had their Revolution back in l917 if the Czar been committed to address the problems of the people?

Yes, but going from one totalitarian regime to another isn't the answer. The Bolsheviks were able to pursuade the ill-educated Russian people into accepting communism as a good thing. Luckily for us in America, our leaders were schooled in Western thought, especially the radicalism of such ideas as individual freedom, limited government, and human rights.

Actually, you have it backwards. It is the peoples' failure to address their own problems that lead to socialism. When people fail, they want somebody to fix their problems. Socialism is when the government is given the power and responsibility to fix the peoples' problems.

If the Czar had been committed to addressing problems of the people, it probably would have prevented revolution. Not because it is the government's job to address problems, but because most people are sheep, and will let the government control their lives as long as they are comfortable.

Sadly, way too many people will give up their freedom and embrace oppressive forms of government, like socialism, because they are too lazy or ignorant to take care of themselves.

It is often a government's lack of response to basic needs that leads to revolution. However, it is just as often a populace that begins to depend on a government for everything that creates openings for revolution. A government is only as strong as its infrastructure - that is, if the people are demanding something that costs more than the government can afford, then the government must raise taxes. The populace then rebels at increased taxes and the government is overthrown because it is unable to handle the original need. This means, overall, that it is important for people to recognize the capabilities of their government before they ask for too much. Sometimes, a situation such as this can lead to a new era where people begin to do things for themselves rather than depend on the government for everything --- what a novel concept!!!!
