Reasons - there is more than 13% of the population still living below the "poverty line"
The per capita income of Indians is never near to any of the developed nations.
Our Import-Export ratio is never matching.

I think it is both. I don't believe that there is much middle ground. There are people starving in India while there are the extremely rich.
Any country where food or waterborne diseases such as bacterial diarrhea, hepatitis A and E, and typhoid fever cannot be developed as they should be otherwise these types of diseases would be under control.
