I have actually heard of that not too long ago and it's going on in Kansas where I live. I think it's hilarious. They actually juggle them and also they strap them with velcro and have a huge target on the wall. Then they throw them at the target. I would imagine it's much more entertaining than playing darts at your local tavern.

Here in Canada we call it "Little People Juggling" and yes, it's legal here. They even have a union.
