Depending on the caulk, you may be able to soften it using paint thinner and a toothbrush.

You can easily remove and clean stucco with a high pressure cleaner and remove even Latex and RTV rubber caulk from around the joints. The water pressure will even remove paint from the stucco,

You will need a gasoline driven machine that generates sufficent PSI to do the job. The companies that do these special "lifetime" coatings in my area use this method prior to seal coating and seal painting the stucco. This is a very good method and they offer a lifetime warranty on their coatings.
