You should start with creating the website that you are going to offer the ringtones for. Once you have the website, start to load up the site with pay ringtones. You may also offer them free, to start to get lots of users to your site. Once you build up a huge library, and lots of users, you could approach the major vendors (verizon, etc.) and see if you can cut a deal with them. There are tons of things you have to consider though, such as how are you going to drive people to the site (advertising costs are expensive). Then there are legal issues, such as copyrights for the ringtones, you will have to pay royalties most likely.
