1.) You only have work if the object is moved. You can exert a large force if that is required to keep the object in one place.
Ex: Holding a child
If you hold a child, you are exerting an upward force on the child which is equal to 100% of the child's weight. However, the child does not move, so no work is being done. (But your muscles will tell you that you are exerting a force.)
