Check the jumper settings for slave/master/cable select, check your bios settings to make sure the motherboard sees it, make sure the cables are connected correctly and snuggly.

Go into system BIOS,usually by hitting DEL when booting, have the bios scan for all drives, save your settings then restart, also most drives such as these are already setup as slaves, just make sure the ribbon cable is secure.
