VOB files are MPEG files. Specifically, they're MPEG program streams with multiple element streams, including an MPEG-2 video stream, usually an audio stream (DD/DTS/PCM/MP2), and sometimes a subtitle stream.

If you have VOB files that you can't view, that might be because they came from an encrypted source like a DVD. You have to decrypt them with something like vobcopy first.

Short answer: rename foo.vob foo.mpg.
