First of all make sure its not hidden. Press the Windows logo key on your keyboard or the Ctrl+Esc keys at the same time and see if it comes up. If it does then right click some where in a empty space of your task bar and go to properties. That will bring up a dialog box and in there it will say "hide task bar" uncheck that and you should be good to go.
If that doesn't work try restarting you computer and SLOWLY tap on the F8 key when it starts. Keep tapping untill it beeps or you get the avanced boot menu. Using your arrow keys on your keyboard highlight "Safe Mode" then press enter. If it ask you your OS just press enter again. The page will then be filled with commands. This is normal. The log on screen will come up and you will need to log into your own name and if your have your task bar in there then click on your start menu go to "Accessories" then to "System Tools" then click on System restore and restore to a previous time. This will not affect any of your personal data.
If that doesn't work while your still in safe mode press the Windows logo key (the key with the windows flag on it) and the letter "R" at the same time. This will bring up your run box. Type in "Control Panel". This will bring up your Control Panel. Make sure it is in classic view by clicking on it in the top left cornner of the screen. Then go down and double click on "Users". Create a new User and make sure that it is set to Administrator. After creating the new user log off by pressing the windows key and the letter "L". then log on to the new profile and see if the Task bar is there. If none of this works you may need to reload windows.

Move the mouse to the bottom of the screen, when you see the courser change into a vertical double arrow left click and drag up a little, that should bring your task bar back.

move the mouse pointer to the bottom of the screen when it turns into a two way arrow pointing up and down press the left mouse button and hold it down then drag the task bar up

Look for a down arrow bottom right and click on it to reveal task bar.
If in another program look at top right for square box within square button click to enlarge or reduce or Xit program.

It probably is just moved down so far you don't see it. Try clicking at the bottom of the screen and dragging it back up.

hold the mouse cursor over the bottom of your screen and it should appear then right click on start and change the settings back - hope this helps!

you could try dragging it back up again, place the arrow at the bottom of the screen and press left button on mouse and drag it up
