I would reccomend that you don't judge by brand. I suggest that if you like the way the hardware glides and how the drums sound that is what you should judge by. And when tuning, just have maybe two hours to tune them just right. It doesn't matter what others think, it depends on what you like. Also, if it doesn't come with sticks, I would reccomend Vic Firth, and if it doesn't include cymbals, I would reccomend Sabian. I think you should look at musiciansfriend.com and guitarcenter.com. You can find some good deals on those websites.

Well, buying a good drum set and tuning a drum set are somewhat different. First, a good beginner set does not necessarily have to be an unknown brand. Pearl, Ludwig, Yamaha etc. all make nice entry level kits. I would recommend them all, however I choose to play Pearl. Tuning the drums may require a good ear. It will take a while to know what the drums are intended to sound like. I would seek help from the person selling you the drums because its easier to simply have them tuned rather than trying to explain it. Ultimately, the drums are supposed to sound the way you want them to, there is no right or wrong answer.

It depends how much you have to spend. Drum kits start at about $200 for a no name brand on ebay (you get what you pay for). If you budget stretches a little further i would recomend either a tama swingster, a sonor force 507 or a pearl target all of these are good beginner kits and come with decent hardware. These kits normally come with a cymbal pack to get you started as well.
