If you're seeking to get into the newspapers, once you have developed a set of characters and a good storyline immediately get your main character copyrighted with the Library of Congress. Then either draw out your cartoons on story boards that are easily shrunk down to newspaper size or using a computer and software of your choice, draw your toons and print them off.
Each syndication carries different submission guidelines, but for the most part you should submit a cover letter about you and your toon, a character sheet about who the characters are and how they relate to the story, and 4-6 weeks worth of dailies and 4 color Sundays.
The major syndication are Creators, United Media, Tribune Media, McNaught, King Feature, Universal Press, United features, and North American. Syndicates buy your toons and distribute them to the newspapers. The more papers that by your toons, the more you make. You will sign a contract that usually results in a 60/40 or 50/50 of gross receipts.

You should be good in drawing generally. Don't focus only to the cartoon stuff. You will see great difference in your cartoon sketches if improve your sketch techniques. Learn also some Photoshop, Corel or Illustartor software usage. They will help you a lot!
