It could be that one of Internet Explorer's .dll files are corrupted.
More likely, you could have spyware or malware that has "attached" itself parasitically to the browser.
I would run an anti-spyware program such as Spybot, or Ad-Aware, then reboot.
I would also check add/remove programs and get rid of Yahoo! toolbar, AOL toolbar, Zango toolbar, 888 toolbar, and any toolbar that has to do with "search" or "shopping" as these are non-legitimate, browser-corrupting programs.
Another tactic is right-click on Internet Explorer, go to Properties, then Advanced, then "restore defaults."

sounds like you have something called a browser helper object (such as a toolbar add-on like Google or Yahoo) that isn't working right. Try downloading Ad-Aware, update the definitions, and run a scan. If that doesn't work, go into Start -> Control Panels -> Add/Remove Programs. On the left side click Add/Remove Windows Components. Uncheck the box beside Internet Explorer to remove it, when done check it again to re-install it, and reboot.

could be DLL hell, try: start>run>type in msconfig, press enter.
try unchecking the error report there, you can alaway go back and re check it, if you want.
Other than that, get the Mozilla browser, and make it your default browser.
