In the Pacific Ocean.

*The first to wake up are : UTC+14 is the easternmost time zone currently in use anywhere in the world, and thus the first part of the planet to start each new calendar day. It is used by Kiritimati (Christmas Island) and the other Line Islands in Kiribati.

*The last to sleep are : Baker Island and Howland Island, American territories. Regions using this time are the last to begin each calendar day.

The extreme eastern part of Russia is the first place to receive the Sun's rays so it's the first to wake up(though it hardly has any population). The Sun then travels the entire path of the globe and reaches Western Alaska which is the last one to sleep (though it doesn't have much population either). If ur wondering why don't we start the day with Western Alaska, it's cause of the International Date Line. It may be morning in Alaska while Japan sleeps but Japan would wake up to the next day i.e. it is a full day ahead of Alaska.

The most Eastern tip of Russia, next to the International date line, start a new day before anybody does in the world.

The country Tonga, in the South pacific Ocean, is the last people to start a new day. They are just before the International Date Line.
