If they swapped teams-rafa to Chelsea and Jose to Pool without changing players which team would go down and which will get better?

can't deny jose is the special one. what he achieved at porto is amazing. but i am not sure with chelski. the russian mob virtually buy the premiership title every season. the current one highlights my doubts on jose especially if they don't win the trophy at the end of the season even with obscene amount of money at their disposal.
rafa, on the other hand, is not even close at winning the premiership. i am not sure if he is the right manager for lfc.

i'm a liverpool fan but i think that jose is a better manager, he is more tough on the players, don't get me wrong i think that rafa is great as a liverpool fan i can't complain look at all he has done with us but i think he has to be a little more tough-love, he was to easy on bellamy after the whole fight thing.
