How do i get a constant ip address?

I want to make my pc an internet server?i have no idea of how do this ,any help will be appreciated,secondly i have heard that i need a constant ip address for my pc to be a server.How do i get a constant ip address in India?

Some ISPs offer a permanent IP address but you pay extra. Or you could use something like http://www.no-ip.org and people on the internet can get to your computer by MYHOSTNAME.no-ip.org or similar
