If it were me (thankfullly it isn't, I have great kids) I would have a sit down will all parents and both kids, making sure everyone knew what was going on and coming up with a plan. As it is unlikely that they will stop I would have the girl get an IUD, as she is too young for hormones. Although I would not approve I would suck it up and purchase condoms and make SURE that both kids knew how they were to be used.
I would also not be squimish about being blunt about STD's and what will happen to them if they catch any. As an adult I know that they aer much more serious then I realized beofre knowing women who suffered from them. I would try to scare them, because they should be scared. A girl having sex at 12 is not very likely to make it to 18 w/o some really serious problems in life.

I say wow...they are very very very young...
I would educate them about the risks, the responsibility, using protection, STD's, marriage, stuff like that. I would put the girl on birth control, and give them condoms. Take them to get tested for STD's and pregnancy. Trying everything to seperate them isnt going to do anything but make the children rebel and make them want to do it more.. They will find a way, and trying to stop them is going to make everything worse, it can also be very traumatizing to the both of them so, what you can do is do everything in your power to PROTECT them, and guide them. Then they will have lots of trust and respect for you.

if they werent my kids i would be speachless and if one of them were my kids i would FREAK!!!! they would not be allowed to see that person they were having sex with and i would ground them for 2 years no phone computer or going anywere except school and home and taking everything out of there room except a bed and 5 pairs of pants and 5 plain shirts and thats what i would do!

I would call it Adolescent!! I would have an open discussion with both of them!! counsel them on the dangers of involving themselves in sex, and if possible show them a video on the same. e.g hiv/aids transmissions (both girl and boy), pregnancy complications (girl), sexually transmitted diseases (both)

That depends...did the girl consent to having sex? Did the boy consent to having sex? That would be consentual sex. Did the girl forcibly have sex with the boy? Did the boy forcibly have sex with the girl? That would be called rape. If it was the first two scenarios I would inform the other's parents and would sit BOTH of them down and have a talk with them about how they were too young to engage in sex at all, and discuss with the other parent how to keep them separated if at all possible. If it was either one of the second scenarios I would call the police.
