Without any detail about WHY? I suggest you first connect with the power company explaining your situation; then if you get no results connect with any social service agency available.

It the CUT OFF is for non payment try to negotiate some method TO PAY.

Call and negotiate, advise that you have small children. Shutting off your power when it is below freezing is usually not actually done. Threatened yes, but usually they wait till temperatures rise above that freezing mark. Doesn't look good on the utility to have elderly & children at risk. Also could ask them for some energy saving advice.

In most states it is illegal to turn off any utility especially with small children call the electric company tell them you have kids and if that does not work call the states attorney generals office

You in the US? If so they cannot turn off your power if you are low income and have applied for/received energy assistance this year. Have you tried to work out a payment plan for the power company? Have you applied for energy assitance through your local community action assistance office? IF not, then you need to call them TODAY and quit wasting time sitting on the pc. You also should call local churches to see who has $$ to help with bills. Local township trustee office also has funding for this as do most Salvation Army offices. I also hope you are sitting at the library on the pc, other wise you might want to reconsider your budget if you pay for internet service but not your power bill.

In my state they can't turn off power for any reason if the temp is below 32. I would call them & get on a payment plan, that should hold them off.
