The first few times, you may feel some discomfort just because your body's not used to being penetrated, but you will get used to it; it's what we're made for. If you and your partner go slowly, and make sure that you're aroused enough, you should have enough lubrication to make things as easy as possible.
I'm glad you already know about safe sex, because it's VERY important in this day and age. However, I need to point out that if you decide to use an outside lubricant, don't ever use an oil-based one with latex condoms; it will eat right through them and you won't be protected anymore! KY Jelly is good, and inexpensive. Good luck. :-)

It's never hurt me, even the first time. And it's only a little uncomfy if you're not wet enough at first, which is easily corrected.

Possibly it hurts the very first time - or when you are not relaxed and the boy is not careful the same time.
Most girls and women love sex when they have had it a few times, and no one would feel anything hurting. :-)

Sex should not physically hurt. That means something is wrong whether it is physiological (you are designed funny) or that you have an insensitive partner who is not tending to your needs.
It CAN hurt, but you need to know why it does hurt so it doesn't.

sometimes. The first few times, but after that girls should be fine. For some reason though, apparently they never get quite the sexual pleasure of guys and most girls won't want to do it all the time, usually to please their guy mostly. No, I'm not saying we don't enjoy it.

I think that your mom is trying to protect you by saying it hurts. And no it does not hurt provided the woman is ready for penetration.
