In the western world people tend to read from the top left corner, left to right and then down the page.
Therefore it makes sense for a website, which are primarily used by the western world, to put the most important stuff where a user would see it first. This is either at the top of the screen or the left hand side.

That usually means the web developer designed the site to a certain resolution like 640x480 or 800x600. So if your monitor is set to 1024x768, yes you will see blank. If you change your monitors resolution to 800x600 you should see the whole website with no white spaces.

Its just down to bad design really. But left alignment is pretty much the web standard.

Its also the default setting of most web page generator programs. You have to actually make an effort to switch to any other format.
Status quo is to be lazy and leave it as is.

We learned long ago left justified was easier to read. Full justification is actually harder, as people lose track of which line they're on.
