Normally it is 3 levels

1. Top Level (Strategic) - the heads of organisation, CEO, COO, Presidents, etc.

2. Middle Level (Tactical) - middle managers right from AVPs, Managers, Assistant Managers, Senior Executives, etc.

3. Bottom Level / Direct Level (Operational) - junior execs, supervisors, foremen, blue-collared employees, etc.
