there are different skill sets
php, mysql is one (you can also use oracle with php), they are primarily linux based
asp with sql server, or oracle, this is windows based
java with JSP, JDBC and Oracle (you can have them on both the platforms)

The first two skill sets are relatively easier than the third one
A good web developer has at least initial, basic knowledge of all the available tools

My best bet is php as it's the most used all over the internet, anyway you should also look at asp .net which is by far more convenient and ergonomic. It's the next generation web programming language.

You may use ajax with both of them, ajax is really useful to make dynamic websites (pages update without reloading...).

Linux based w/ PHP.

If you want a job go Windows based with asp.net. Microsoft has sold everyone on this technology.

... and in addition to the answers above it doesn't matter on which operating system you are working. Choose the one which provides the better tools for doing such development.

Good luck

I had a laugh at myself when I read your question. Until I read the second sentence, I swear my gut reaction was to suggest that you learn German.
