i try to talk to someone but all ther is is a bunch of static

Broken/ damaged wires, bad sound pick up, plug loose.
Most microphones that come with computer are garbage.

The first and easiest thing to do is check the mic connection where it plugs into the computer. Wipe the plug with alochol and insert it several times.
Next , it could be a broken wire in the mic cord. Try holding the mic and wire still and 'wiggle' the wire at both ends, the most likely spot of a break due to bending.
You may also try another mic to see if the problem is in the computer and not the mic.
Go to Accessories / Sound recorder to do your tests as there is a graphic window to show sound levels.
